SSN Eligibility Requirement and EIV Implementation Rule is final

On December 21, 2009, HUD issued a final rule for Implementation of the Enterprise Income Verification (EIV) system. Unlike the earlier, proposed versions of this rule, the final rule only addresses the use of the EIV system and the requirement to obtain Social Security numbers (SSNs) from household members in support of the effective use of EIV. Provisions regarding the definition of “income” and other income verification rules will be the subject of separate rule making.

In short, the final rule requires that:

  1. All household members must provide a valid SSN, with supporting documentation, as a condition of eligibility for Public Housing, Housing Choice Voucher and all project-based Section 8 housing assistance programs, unless the family member does not contend eligible immigration status

  2. All PHAs must use the EIV system “in its entirety” for all mandatory determinations of income.

The new rule is effective January 31, 2010. At that time, SSNs for all family members is a condition of eligibility for housing assistance.

Best Places To Work is an organization that helps companies develop work practices and cultures that are positive for everybody. One of their services is to survey employees independently and anonymously to determine what works and what doesn’t. The results of those surveys can also be benchmarked against the results from other companies in the state as a friendly competition for "Best Places To Work In Kentucky."

Although this is a national program that has been around for years, this is the sixth annual award for Kentucky employers. The process consisted of an application that included details about the company and our policies toward employees. The primary consideration for Tenmast Software was the online survey that was conducted with all Lexington employees last year.

Earlier this month, Tenmast President, Mark Lewis, was notified that Tenmast Software has been named one of the Top 32 Best Places to Work in Kentucky for 2010! Our actual rank among the top 25 companies will be announced in April 2010.

 

 

Performance-Based Management

Based on our belief that our clients would benefit from Performance-based Management (PBM) practices, we recently undertook a research project to identify PBM practices that would be applicable to the PHA business. As part of the research, we decided to survey the PHA industry to identify the extent to which PHAs are familiar with PBM and the extent to which PHAs are implementing those practices in their business leadership today. Fiscal Year 2009 Income Limits

On March 19, HUD released the estimated median family incomes (MFIs) and income limits for Fiscal Year (FY) 2009. MFIs are used as the basis for income limits in several HUD programs (including the Public Housing, Housing Choice Voucher, CDBG, and HOME programs), as well as in programs run by the Department of Agriculture, the Department of Treasury, the Federal Deposit Insurance Corporation, the Federal Housing Finance Agency, and Government Sponsored Enterprises.

 In addition to the traditional Income Limits described above, HUD has developed a new set of income limits
specifically for projects that rely upon Internal Revenue Code Section 42 Low-Income Housing Tax Credits and Section 142 projects financed with tax-exempt housing bonds. Projects in these two categories are now referred to by HUD as Multifamily Tax Subsidy Projects (MTSPs).

Rental Integrity Monitoring
